Although the main character of the series is Luffy, he is not even close to the strongest One Piece character. Generally, ones like Rocks D. Xebec, Big Mom, and even Akainu should at least make it to the list, the one is likely to be Kaido, depending on who exactly one asks.

Giorno Giovanna
Origin: JoJo's Bizarre Adventure
Some people argue that JoJo's Bizarre Adventure's Character Jotaro Kujo is the most powerful one. Stardust Crusaders protagasthanis supersured is a mighty chararacter character, but comparing this hero's abilities to the way that Giorno Giovanna, the protagonist of part 5, has developed over time, he is relatively weak. Credit to King Crimson. The other Gold Experience Requiem stand is too powerful, making other stands the complete opposite. Star Power is not an easy stand either.
GER can return to a previous state and it may appear that the time does not exist. In addition, GER not only acts independently of Giorno, but also keeps the latter alive even if he is brutally injured in a fight since the stand can move him back to life automatically. The result is that he is virtually indestructible and possesses the kind of firepower that can actually make a difference.

One can totally argue that Zeno is the strongest character in Dragon Ball, but strength and power are quite distinct from each other. Of course, Zeno can wipe out all of existence with a snap of his tiny fingertips, but being little, he wouldn't probably stand much of a chance in a fight. Relaxing in a fight is not Goku's forté though, yet he is more comfortable in such situations, from a different point of view.

Saitama
Origin: One Punch Man
There is no doubt about the role of Saitama in One Punch Man, because the comic approach suggests that he might the anime hero of all time, and for the most part, expressing this opinion is really understated. As opposed to Goku and almost each and every other anime hero — who time and again have no other option but to push themselves to the extreme — Saitama has the ability to obliterate his opponents with one attack without even being tired.
One idea surely is that different anime characters might also achieve success in the One Punch Man verse and this is fully possible. However, very nearly none of the other anime characters at one time or another did not show they were weaker than other characters but rather displayed a general decrease of relative power level with time. We can infer that in the future a similar event may occur again. At one point or another, all anime superheroes have been described as "weaker than the rest of the universe in a particular moment" by one of the author's contemporaries. It is the same, in the case of Saitama, however, he has always been first and will probably always be the same.
